Deputy Director: Municipal Financial Assets and Liabilities (Cash Management, Investment Management and Borrowings Management)

Requirements

• A three- year tertiary qualification (NQF level 7) in Corporate Finance / Financial Accounting/ Auditing.
• 3 – 5 years of experience at supervisory/ junior management level in Local Government or Corporate Finance.
• A driver’s licence.

Duties

• To monitor and promote effective management of financial assets and financial liabilities in the municipal sphere of government.
• Manage and implement the monitoring of cash management practices by municipalities and municipal entities in compliance with the Municipal Finance Management Act (MFMA) and relevant regulations.
• Manage and implement the monitoring of investments practices by municipalities and municipal entities in compliance with the Municipal Finance Management Act (MFMA), and the Municipal Investments Regulations.
• Manage and implement the monitoring of short and long-term borrowings in municipalities and municipal entities in line with the Municipal Finance Management Act (MFMA), and the Municipal Debt Disclosure Regulations.
• Manage the support provided to municipalities pertaining to cash management, investments management, and borrowings.
• Management of the resources.

• Following the technical exercise and interview, a maximum of three (3) SMS candidates will undergo psychometric assessments to assess cognitive capabilities, behavioural preferences, emotional intelligence, and integrity.
• All shortlisted candidates, including SMS, shall undertake two pre-entry assessments.
• One will be a practical exercise, and the other will be an Integrity (Ethical Conduct) Assessment.
• Selection panels shall score both technical exercises as an additional criterion in the interview process.
• Gauteng Provincial Treasury (GPT) reserves the right to utilise practical exercises / tests for non-SMS positions and during the recruitment process (candidates who are shortlisted will be informed accordingly) to determine the suitability of candidates for the post(s).
